The worth of a Vanuatu passport depends on who carries it. Every application is examined — independently, and in layers — before the Commission decides.

Our screening framework

Six layers of vetting on every application

No single check stands alone. Each application is examined from multiple, independent angles before a decision is made.

1 · Licensed agents only

No direct applications. Every file is lodged by an agent licensed and monitored by the Commission.

2 · Independent FIU screening

The Vanuatu Financial Intelligence Unit conducts independent background checks on every applicant.

3 · International verification

Accredited third-party firms verify identity and history across jurisdictions.

4 · Sanctions & watchlists

Screening against global sanctions regimes, INTERPOL notices and adverse media.

5 · Source-of-funds checks

Applicants must demonstrate the lawful origin of their investment.

6 · Ongoing reform

The programme is continually strengthened in line with international best practice.

How a file moves

From agent to Commission decision

Lodged by a licensed agent

An authorised agent submits the application and supporting documents on the applicant's behalf.

Officer & compliance examination

Responsible officers and a Compliance Officer confirm eligibility, completeness and valid documentation.

Financial Intelligence Unit (FIU)

Under the Citizenship (Development Support Program) Regulations — Order No. 33 of 2019 — the FIU runs independent intelligence and background checks, screening each applicant against INTERPOL notices, international sanctions and no-fly lists and verifying the lawful source of funds. For honorary conferral, clearance is required before a name proceeds.

Internal Screening Committee

The completed file is reviewed against all requirements before it reaches the Commission.

Commission decision

The Citizenship Commission considers the application and may approve, defer or reject it.

What every applicant must provide: a valid passport, a police clearance certificate, and evidence of the lawful source of funds. Independent screening typically takes several weeks before a file proceeds to the Commission. Fees and timelines are indicative — your licensed agent confirms the current, government-set requirements.
Enforcement & reform

Revocation

The Commission has revoked citizenships found to have been granted contrary to the Citizenship Act [Cap 112] and the Constitution.

2024–25

Enhanced due-diligence and investment-verification measures introduced, with new FIU procedures for the DSP, CIIP and VCP programmes.

Published

Unauthorised agents are named publicly on the official cancelled-agents list. Applications are accepted only through licensed agents.

Protect yourself from fraud

The Commission never collects payments through unofficial channels. Verify any agent against the official authorised list, deal only with licensed agents, and remember that official Vanuatu Government sites always end in .gov.vu.
