Issuance of Vanuatu diplomatic passports marketed overseas

Following coverage in the Daily Post (Issue No. 7209) and on social media, the Commission clarifies that it processes citizenship applications and issues Citizenship Certificates — it does not issue passports. Green passports are issued by Immigration & Passport Services; diplomatic passports by the Ministry of Foreign Affairs.

Programme

Real Estate Option Programme (REO)

The REO programme commenced 23 July 2021. Applicants must invest in property in a Vanuatu Government Approved Project. Four approved projects: Pacific Springs, Narpow Point Coral Bay and FPF Rainbow City (Efate), and Milai (Espiritu Santo).

Revocations

The current Commission has revoked almost 30 citizenships that were granted contrary to the Citizenship Act [Cap 112] and the Constitution, and continues to require that all applicants apply through the proper process.

Update

CIIP suspension lifted

The Government lifted the suspension of the Capital Investment Immigration Plan (CIIP) as of 21 March 2016. The Commission approved three agents to operate the Plan in accordance with Order 93 of 2023.

Amendments to the Citizenship Act [Cap 112]

The Act has been amended several times since 2013, most recently in 2021. Vanuatu now recognises dual citizenship, and the application and certificate fees have been revised.

Access to the Citizenship Office (PMO compound)

Visitors to the Office (within the Prime Minister's Office compound) must dress appropriately, hold prior appointments, observe parking and lift restrictions, and refrain from smoking; access is denied to those who do not comply.

All DSP and VCP agents must adhere to government-stipulated pricing, as set out in Regulations Order 33 of 24 April 2019 (DSP) and Order 34 of 24 April 2019 (VCP).

Naika Holdings appointed Master Agent of the REO Programme

The Commission appointed Naika Holdings Limited as the exclusive master agent of the Citizenship (Real Estate Option) Programme, effective 23 July 2021.

The Real Estate Option Programme commenced under Section 13F of the Citizenship Act and the Citizenship (Real Estate Option Programme) Regulation Order No. 93 of 2021.
