Investment Programmes

Four routes lead to citizenship through investment — each serving a different intention. The figures below are indicative; your licensed authorised agent confirms the current, government-set fees.

Form D · Section 13C

Capital Investment Immigration Plan (CIIP)

A direct investment pathway for global investors and their families. Any investor who meets the criteria provided under the Citizenship Act may apply for Vanuatu citizenship under the CIIP. The Plan is promoted internationally through the Government's contracted main agent, Vanuatu Registry Services (VRS) (based in Hong Kong), and its appointed agents; applications are lodged to the Commission through them.

The CIIP suspension was lifted on 21 March 2016; the Commission approves the agents permitted to operate the Plan. Figures are indicative — confirm current fees with your agent.

Contribution programme

Development Support Programme (DSP)

A government contribution that funds national development priorities and grants citizenship to qualifying applicants and their families. The DSP is delivered by designated agents under government-prescribed pricing (Regulations Order No. 33 of 2019, and the prescribed-fee directive).

A general application fee of VT 5,000 is payable on lodging (all applicants, all Forms except Form D). The citizenship fee is paid only after the Commission approves the application.

Section 13F

Real Estate Option (REO)

Citizenship through investment in property within a Vanuatu Government Approved (VGA) Project, in addition to the prescribed fees. The programme commenced on 23 July 2021. The Government appointed Naika Holdings Limited as the exclusive Master Agent of the REO Programme worldwide; applications are obtained from and processed by Naika Holdings, which deals directly with the Commission.

Section 20

Honorary & Contribution Citizenship

Honorary Citizenship may be conferred by the President of the Republic of Vanuatu, on the advice of the Prime Minister, on persons who make an exceptional contribution to the Republic — under Section 20 of the Citizenship Act and the Vanuatu Economic Rehabilitation Program (VERP). The Vanuatu Contribution Programme (VCP) provides for the granting of citizenship under Section 13D.

How conferral works (VERP)

A designated agent provides eligible names to the Technical Working Group (TWG); the TWG carries out intelligence checks through the Financial Intelligence Unit (FIU); on FIU clearance, the TWG submits the name to the Commission for due-diligence; the Commission submits it to the Prime Minister, who advises the President on conferral. Pacific Resource Group (PRG) (Hong Kong) coordinates the programme for Greater China (Hong Kong, Macau, Taiwan); another designated agent covers other regions.

Ordinary citizenship categories

Beyond the investment programmes, the Citizenship Act provides ordinary routes to citizenship:

Naturalisation (Form A)
For a non-citizen who has lived in Vanuatu for a continuous period of at least 10 years immediately prior to application (Section 12).
Married to a citizen (Form B)
For a non-citizen legally married to a Vanuatu citizen and resident in Vanuatu for at least 2 years prior to application (Section 10).
Entitlement (Form C a)
For a person with at least one parent or grandparent of Ni-Vanuatu ancestry or a citizen by naturalisation (Article 10 of the Constitution).
Regain (Form C b)
For a person who renounced Vanuatu citizenship and wishes to regain it (Section 18).
